E-invoicing (electronic invoicing) is a government-mandated digital procedure for making, transmitting, receiving, and storing invoices in a structured, machine-readable format that replaces paper and unstructured PDFs.


The Federal Tax Authority (FTA) and Ministry of Finance (MoF) oversee e-invoicing in the United Arab Emirates. Businesses must connect via approved Access Service Providers (ASPs) in order for it to function under the PEPPOL 5-corner model.

When does UAE e-invoicing become mandatory?
UAE e-invoicing becomes mandatory on July 1, 2026, as mandated by the Ministry of Finance (MoF) and Federal Tax Authority (FTA). From this date, all B2B and B2G invoices must be created, exchanged, and reported digitally via the PEPPOL 5-corner model. Businesses are strongly advised to begin integration and testing at least 6 months before the go-live date.
What is the PEPPOL 5-corner model used in UAE?
PEPPOL (Pan-European Public Procurement On-Line) is an international e-invoicing network. The UAE has adopted the PEPPOL 5-corner model, which means both sender and receiver businesses connect through accredited Access Service Providers (ASPs) to a central registry. This ensures secure, interoperable invoice exchange across all UAE businesses and government entities.

What invoice format is required XML or PDF?
Both are required. The XML format is the legally binding, machine-readable data layer that flows through the PEPPOL network and is reported to FTA.
